Balgarianovinite.com Caretaker Electronic Governance Minister George Sharkov and his political cabinet held a meeting with representatives of the OSCE/ODIHR election observation mission regarding the early parliamentary elections on April 19, 2026, the Ministry of Electronic Governance said in a press release on Wednesday. During the meeting, the Ministry of Electronic Governance presented its main activities related to the technical support of the electoral process, the certification of the voting machines, video surveillance during ballot counting and the completion of protocols at the end of election day starting at 8:00 p.m.
Sharkov said that the main priority is ensuring the security and transparency of all technological processes. “We are counting on your previous experience as external election observers in Bulgaria to help us ensure a secure and transparent process. Our first mission as the Ministry of Electronic Governance is to ensure the technical aspects of machine voting and video surveillance, but our second is to contribute to the overall transparency of all processes so that people can be confident that all types of technical processing are secure enough to ensure a fair count and results,” he stated.
During the discussion it was noted that the process of certification of the machines includes software testing, secure software development, and subsequent monitoring of the installation to ensure the reliability of machine-based voting.
Video surveillance was identified as a key element for the transparency of the electoral process. The system will provide live online streaming from all polling stations across the country during the vote count after the end of election day, with the recordings stored for subsequent verification and analysis.
The Ministry is upgrading the system based on experience from previous elections, taking additional measures to enhance reliability. These include improving device connectivity, conducting technical inspections of video surveillance cameras before signing the contract with the service provider, and implementing centralized monitoring of their activity.
The Ministry stated that in order to build public trust, every step of the electoral process that can be made public will be made public.
The OSCE/ODIHR mission has long-term and short-term observers in the country who will monitor the preparation and holding of the elections.
