The parliamentary Energy Committee adopted amendments to the Renewable Energy Sources Act at second reading on Tuesday, which will facilitate the conclusion of agreements for the purchase of electricity from renewable sources, as well as the generation and use of such energy.
The amendments aim to complete the transposition into Bulgarian law of the provisions of Directive (EU) 2023/2413 on the promotion of energy from renewable sources. The transposition deadline was May 21, 2025. The changes follow the Directive’s objective of adapting the existing legal framework to create the conditions for achieving climate neutrality in the European Union by 2050. The interim target is to reduce net greenhouse gas emissions by at least 55% by 2030 compared with 1990 levels.
The legislative changes promote cooperation between Member States through joint projects to promote renewable energy. Requirements for the development of renewable acceleration areas are also supplemented, including by encouraging local communities to participate in energy projects in priority zones.
The amendments introduced a longer validity period for opinions on the connection of wind power generators. They encourage the development of decentralized systems for electricity generation and storage. The amendments also cover the development of heating and cooling systems in order to balance the electricity system.
Measures were envisaged to promote the generation of heat from renewable sources as well as a mechanism for issuing and trading credits for electricity from renewable sources in the transport sector.
The Ministry of Energy stated that the legislative amendments do not alter the environmental requirements and procedures set out in the Environment Protection Act and the Biological Diversity Act, including the assessment of whether an environmental impact assessment is required for investment proposals. When designating priority areas for wind power generation, protected areas and protected sites within the National Ecological Network; established bird migration routes, forested areas and permanent grassland areas, among others, are excluded. The rules regarding the construction, reconstruction and commissioning of energy facilities for the generation of energy from renewable sources remain in place, the Ministry added.
