Balgarianovinite.com The Ministry of Finance has provided public access via its website to all more than 7,000 active public procurement procedures in the country, with a total value exceeding EUR 30 billion, caretaker Finance Minister Georgi Klisurski announced at a briefing at the Ministry of Finance building in Sofia on Thursday.
According to him, this will give the entire public access to the information and enable civic oversight and monitoring of public spending. Klisurski clarified that information on some of the public procurements is summarised, as there are grounds for restricting its publicity, citing as examples contracts related to national defence, NATO and others. The caretaker Finance Minister said that all ministers and heads of institutions managing public resources have been called on to review these procurements and, where there are suspicions, to terminate the contracts.
He noted that contracts have already been signed for around 6,000 of the public procurement procedures. Of the total value of public procurements exceeding EUR 30 billion, advance payments already made amount to over EUR 4.4 billion, Klisurski said, adding that most of them are related to contracts for the delivery of F-16 aircraft and the construction of the Hemus Motorway.
Klisurski added that there are more than 140 public procurements in which advance payments exceed 50% of the total contract value, and over 330 where they exceed 20%.
The Minister stressed that providing public access to this data is in line with the principles of transparent governance and aims to increase public trust in institutions. He noted that the Public Procurement Agency in principle publishes this information, while the Ministry of Finance is making access to it easier.
Klisurski said he has already ordered financial inspections in relation to 62 public procurements. According to him, an analysis of public spending aimed at optimizing it would allow the requirements for limiting the deficit to within 3% of gross domestic product to be met when drafting this year’s regular budget.
Klisurski called on the next regular parliament and finance minister to optimize spending where there is evidence of inflated and unnecessary expenditure. He pointed out that the caretaker Government will take measures to stop unjustified public spending, but in cases where funds under public procurements have already been paid out, there is a possibility that they may not be recoverable.
In response to a journalist’s question, the caretaker Finance Minister said that, as of April 9, the approved funds needed to finance the elections amount to EUR 66 million.
Asked whether a reduction in VAT or excise duties on fuels is being considered, he replied that this measure is not included in the plans of the caretaker Cabinet, as it would not reduce prices for end consumers. A possible future measure could be a reduction in excise duty rates for public transport, he said, adding that introducing a cap on profits from fuel trading is also not currently on the agenda.
At present, the data show that wholesale fuel prices are rising faster than retail prices, which is squeezing retailers’ margins. In the event of a rapid increase in margins, the caretaker Cabinet may consider introducing a profit cap, he said.
