GERB leader Boyko Borissov said on Sunday that his party would reverse all tax changes currently being introduced by the Government if GERB returns to power. He described the changes as “madness” and thanked Deputy Prime Minister and Finance Minister Galab Donev for saying that the euro was not the reason for what Borissov called the collapse of “this merry mess”.
Borissov argued that measures of this kind could not influence the market in conditions of what he described as a complete failure.
Borissov said GERB was a centre-right conservative party that had always stood for low taxes and supported enterprising people who drive the country forward. He said Bulgaria’s gross domestic product had been EUR 34 billion when GERB took office and now stood at EUR 116 billion, adding that output was several times higher than when his party first came to power.
“Communists love money most of all, but they love other people’s money. If they can take people’s money, they do it, and that is what they are doing now,” Borissov said.
He also commented on fuel prices, recalling that protests had previously been held over a BGN 0.10 increase. “Now diesel has exceeded EUR 2, while premium diesel with additives costs as much as EUR 2.50 per litre. Instead of preventing the price from rising, two days ago they passed a law allowing the refinery to sell diesel outside the country,” he said.
Borissov said that if GERB had been in government, it would not have allowed fuel prices to rise. According to him, the refinery currently has both funds and surplus stocks. He warned that if diesel is exported and the conflict affecting the Strait of Hormuz continues, shortages could emerge and speculators could profit from them. He said the situation was similar with liquefied petroleum gas, with the remaining quantities having to be imported.
“Because of the euro, our financial outlook is good. The euro is the stabilising factor,” Borissov said, adding that the main problem was high inflation. He also argued that a windfall profits tax would ultimately be paid by consumers.
“We will abolish all these measures when GERB comes to power and people put their trust in us again,” Borissov said. He added that GERB would vote against the proposals in the National Assembly.
Borissov questioned how the budget deficit could rise from around 2.2% after eight months to 5.7% by the end of the year, as envisaged in the budget. The Finance Ministry’s 2026 budget framework sets a deficit of 5.7% of GDP; official preliminary data put the consolidated fiscal deficit at 2.4% of projected GDP at the end of August. Minfin
According to Borissov, inflation is putting the economy “in the red” and risks overheating it. He warned of what he called a “Greek scenario”, saying that once such a situation developed it would be extremely difficult to reverse. He also said the Government had taken out EUR 12-13 billion in loans since coming to power, while people were becoming both poorer and more indebted.
“At GERB, we want to spend as much as we earn. I do not want our children to pay our debts, which is what is happening now,” Borissov said.
The GERB leader also said that everything good that had been done in Plovdiv had been done by GERB.
