Balgarianovinite.com The Council of Ministers adopted a decision rescinding Council of Ministers Decision No. 750 of 2025, which proposed to the National Assembly the election of a Chair of the State Agency for National Security (SANS). The government has thus withdrawn its proposal to Parliament for the election of a SANS Chair, originally submitted under Decision No. 750/2025.
Under that decision, the government had proposed the election of Denyo Denev, who is currently acting Chair of SANS.
On October 2, 2025, the National Assembly of Bulgaria resolved that the Chair of the State Agency for National Security would be elected by Parliament upon proposal by the Council of Ministers of Bulgaria. The amendments, adopted at a single sitting, introduced a new procedure for appointing the SANS Chair, transferring the responsibility from the President to the National Assembly.
Earlier, on September 2, 2025, Prime Minister Rosen Zhelyazkov said the government had formally asked President Rumen Radev to appoint acting SANS head Denyo Denev for a full term, citing the one-month statutory deadline and what he described as an institutional deadlock.
On September 19, 2025, the Bulgarian Helsinki Committee warned that draft amendments to several security service laws would remove the President’s decree powers for appointing the heads of SANS, the State Intelligence Agency and the State Agency Technical Operations, transferring those appointments directly to Parliament. The organization said the move came after the President’s refusal to appoint Denev and raised concerns about its implications for the system of checks and balances.
