The parliamentary Committee on Innovation and Digital Transformation ratified Amendment No. 1 to the Framework Agreement between the Ministry of Economy and Lockheed Martin Global Inc. regarding the F-16 Block 70 Industrial Cooperation Programme, signed on June 1 and June 15, 2026, in Sofia and Washington, respectively.
The bill was approved unanimously, with all 10 committee members voting in favour. The vote took place during an extraordinary meeting of the committee.
Ivan Ivanov, an expert at the International Controlled Trade and Security Directorate at the Ministry of Economy, Investments and Industry, presented the bill and the accompanying explanatory memorandum to MPs.
Ratification of the amendment to the framework agreement will enable the development of capabilities in Bulgaria for the repair of F-16 Block 70 fighter aircraft generators by the state-owned company Avionams.
The agreement between the Economy Ministry and Lockheed Martin Global was signed in 2019. It provides for the implementation of six industrial cooperation projects, five of which are currently being successfully carried out in Bulgaria.
The need for the amendment arose after it was determined that the originally planned Project 4, provision of a logistics support and supply chain management system for the F-16 Block 70, did not meet the Ministry of Defence’s requirements.
Avionams is already carrying out work to adapt its existing facilities to meet the requirements of Projects 1, 2 and 3. The new project will further expand the industrial capabilities already in place at the state-owned company.
The project is expected to generate significant added value for Bulgaria, given that similar capabilities currently exist in only one other EU member state – Poland.
Through the development of the capabilities envisaged under Project 4, Bulgaria is expected to be able to provide its own independent logistics support and maintenance for the F-16 Block 70 generators throughout their 30-year lifecycle, without relying on an intermediary country.
The lead committee on the bill is the parliamentary Committee on Economic Policy, Investment and Industry, which has already approved the ratification at first reading. The bill was also approved at first reading by the parliamentary Committee on Defence.
At the end of August, the Council of Ministers approved a proposal to the National Assembly to ratify the amendment to the Framework Agreement. The government approved, at the end of May, an amendment to a project under the Framework Agreement for the F-16 Block 70 Industrial Cooperation Programme.
