MPs have submitted a proposal to establish a temporary parliamentary committee to examine suspected hybrid attacks, sabotage and other activities by foreign intelligence services in Bulgaria since 2011, Democratic Bulgaria (DB) said in a press release on Saturday.
The proposal was submitted at DB’s initiative. A check of the National Assembly’s website shows that it has been signed by MPs from Democratic Bulgaria, Continue the Change and GERB-UDF.
The committee would be tasked with examining circumstances that may have hindered Bulgarian authorities from effectively countering such activities, including incidents affecting the lives and health of Bulgarian citizens. The proposal was formally submitted to the National Assembly on September 25.
DB said the initiative was prompted by fires and explosions at facilities belonging to arms manufacturer EMCO in August and September 2026. According to the party, publicly available information shows that more than ten serious incidents have occurred at Bulgarian defence industry plants and storage facilities since 2011, some resulting in deaths, injuries and significant property damage.
DB cited explosions and fires at facilities belonging to VMZ Sopot, EMCO and Arsenal Kazanlak, among others, noting that many of the sites are considered strategically important to Bulgaria’s national security and defence capabilities.
Under the proposal, the temporary committee would examine explosions, fires and other serious incidents at defence industry production and storage facilities since January 1, 2011, as well as attacks on people’s lives and health. It would also look for possible links between individual cases based on factors including timing, location, targets and methods used.
The committee would examine information concerning possible direct or indirect involvement by foreign intelligence services, including through intermediaries, as well as detected cases of espionage on behalf of foreign states.
Its work would also cover the response of the Interior Ministry, State Agency for National Security, State Intelligence Agency, Defence Intelligence Service, Defence Ministry, prosecution service and other competent authorities. The proposal envisages examining coordination between Bulgarian institutions, cooperation with EU, NATO and foreign partner services, and measures taken following individual incidents.
DB said the purpose was to give Parliament a comprehensive picture of suspected forms of hybrid interference and allow parliamentary scrutiny of the effectiveness of the institutional response.
Earlier in September, DB also requested a hearing of Prime Minister Rumen Radev on the effectiveness of Bulgaria’s national security system and the authorities’ ability to identify and prevent what the party described as increasing sabotage and hybrid activity by foreign state structures. Parliament’s register shows that the proposed hearing concerned risks including hybrid activity and sabotage against defence industry facilities.
