MRF has raised questions about possible links between a major crash barrier contractor and government officials, calling for an investigation into the company’s public procurement contracts and alleged connections to people close to the government. At a news briefing in Parliament, MRF Deputy Floor Leader Hamid Hamid said that in two contracts for crash barriers, only one company had submitted a bid – Jupiter 05, which he referred to by its owner Nikolay Ivanov’s nickname, Niki the Crash Barrier.
Hamid questioned whether the tender requirements had been designed to allow only one company to participate.
He also criticized a methodology for adjusting public procurement contract prices for inflation, adopted by the Council of Ministers in September 2022 under then-prime minister Galab Donev. According to Hamid, the methodology had resulted in price increases exceeding 50% of the original contract value. He said that, in the case of Jupiter 05, the total increase over the period amounted to 160%.
Hamid said Jupiter 05, part of Jupiter Holding, owned by Nikolay Ivanov, had signed several major contracts with the Road Infrastructure Agency, including two concluded in late 2022.
MRF’s Khalil Letifov said the information was “extremely concerning” and called for the alleged links surrounding the contracts to be examined. He questioned who was connected to Ivanov and whether there were links with senior figures in the ruling Progressive Bulgaria coalition.
Letifov also asked whether advisers to the Prime Minister had visited properties belonging to Ivanov, including hotels and hunting estates, and what their relationship with him was. These questions were raised by MRF as matters requiring verification; the party did not provide evidence of such links at the briefing.
