The new emissions trading system will further increase the price of fuel by between EUR 0.20 and 1.40 per litre, Svetoslav Benchev, Chairman of the Board of the Bulgarian Petroleum and Gas Association, told reporters on Thursday. 
Earlier in the day, at the “Central and Eastern Europe Together for a Competitive and Secure Energy Future” conference, energy organizations from the region signed the Sofia Declaration on Energy Security and Competitiveness in Central and Eastern Europe, which calls for a postponement of the new system.
“We hope to secure a two-year postponement of emissions trading, during this time we can begin in-depth discussions with the European Commission to prevent fuel prices from rising,” Benchev said. 
The deadline for implementing the new requirements is January 1, 2028. 
“I cannot understand why, in the situation we currently find ourselves in, we as a continent are making our industry and economy uncompetitive. To me, this is administrative inflation,” he said. 
Benchev explained that under the new system, the sale of one metric ton of diesel requires the surrender of three carbon emission allowances, with each allowance costing between EUR 70 and 501 – a price that is automatically included in the cost of every litre of fuel and paid by the end consumer.
