Balgarianovinite.com Parliament elected Vladimir Daskalov as governor of the National Health Insurance Fund (NHIF) on Thursday, for a term running until March 20, 2030. He was nominated by Progressive Bulgaria (PB) on August 12. His nomination was approved by 120 votes in favour, 56 against and 11 abstentions.
A total of 120 MPs from Progressive Bulgaria supported Daskalov. Those voting against included 27 MPs from GERB-UDF, 18 from Democratic Bulgaria and 11 from Vazrazhdane. One PB MP, one GERB-UDF MP and nine MPs from Continue the Change abstained. The Movement for Rights and Freedoms (MRF) did not take part in the vote.
Stanimir Mihaylov, a candidate for NHIF governor nominated by Continue the Change, received 30 votes in favour, while 153 MPs voted against him and nine abstained.
Dr Vladimir Daskalov graduated in medicine in 1988 from the Higher Medical Institute in Plovdiv. In 2012, he obtained a second master’s degree in Public Health and Health Management from the Medical University of Sofia. In 2005, he also acquired a second specialty in military field surgery.
His long-standing clinical and academic career has been closely associated with the Military Medical Academy, where he took over as head of the Operating Centre in 2011. In 2013, he successfully defended his doctoral dissertation in the professional field of Medicine.
Daskalov completed specialist training in France and Austria. In 2021, he served as deputy director of St. Ivan Rilski University Hospital in Sofia. From April to November 2022, he was chairman of the Board of Directors of the Specialized Hospital for Active Treatment of Hematological Diseases.
In 2022, he became director of Prof. Ivan Chernozemski Specialized Hospital for Active Treatment in Oncology. Most recently, he served as chairman of the Board of Directors of Acad. Ivan Penchev University Specialized Hospital for Active Treatment in Endocrinology.
