The National Assembly’s Committee on Internal Security and Public Order adopted an opinion stating that the European Commission’s proposal to allow Europol to initiate investigations in EU member states required further clarification to ensure respect for national jurisdiction and the powers of individual countries.
The committee said any expansion of Europol’s powers should be carefully balanced against the competences of member states. It also stressed the need for a clear distinction between the agency’s coordination and investigative functions.
During the meeting, Deputy Interior Minister Emil Ganchev presented Bulgaria’s national position on the proposal. The position says that the agency’s proposed new powers, which would allow it to request that a member state launch an investigation on its territory, are unacceptable. According to the position, such powers would conflict with Europol’s primary supporting role.
Bulgaria also voices reservations about proposed changes to Europol’s governance structure, arguing that they would create an excessive administrative burden.
Ganchev said that Europol’s main role was to support member states in combating organized crime. He added that Bulgaria’s reservations were shared by most EU countries. At the same time, he said Bulgaria supported strengthening Europol’s role as a hub for information exchange and analysis, as well as the proposal to enhance the agency’s cooperation with third countries and private entities.
At Wednesday’s meeting, the committee also voted on amendments to the Private Security Activities Act at second reading.
