Rheumatology Clinic Head Mariela Geneva-Popova of Plovdiv’s St George University Hospital confessed in an alleged health insurance fraud case, Supervising Prosecutor Dimitar Pehlivanov told reporters on Wednesday.
Pehlivanov said she had confessed on Tuesday night in connection with an alleged scheme to defraud the National Health Insurance Fund (NHIF). He spoke ahead of a hearing at Plovdiv District Court, in South Central Bulgaria, to consider custody measures for three of those charged in the case. Geneva-Popova is expected to leave the clinic and be removed as Dean of the Faculty of Medicine at the Medical University of Plovdiv.
An 82-year-old detainee was released on Wednesday morning subject to a reporting requirement after his health deteriorated on Tuesday night. The man had two cancer-related conditions and could not remain in custody, Pehlivanov said.
Lawyers for Geneva-Popova and Artmed Medical Centre accountant Adrian Belov, her son-in-law, were reviewing the case file on Wednesday morning. The prosecution is seeking to have both remanded in custody.
At the start of the hearing, the prosecutor and the defence asked for the proceedings to be held behind closed doors. The court rejected the request, finding no grounds for a closed hearing.
Six people have been charged in connection with the case. Three were initially detained for up to 72 hours, while the other three were released on bail ranging from EUR 3,000 to EUR 5,000.
The charges concern participation in an organized criminal group allegedly set up to obtain funds unlawfully from the NHIF budget through fictitious hospital admissions. The alleged scheme involves more than EUR 3 million. The offence carries a prison term of three to 15 years and confiscation of property.
