Balgarianovinite.com Bulgarian Prime Minister Rumen Radev and European Council President Antonio Costa held talks in Sofia on Thursday focusing on the European Union’s competitiveness, the next long-term EU budget, energy security, connectivity and enlargement. Costa’s visit is part of his tour of EU capitals dedicated to consultations on the 2028-2034 Multiannual Financial Framework.
At a joint briefing, Radev said he had proposed introducing the concept of “industrial cohesion” into EU policy. He argued that, alongside traditional cohesion policies focused on infrastructure and social development, the EU should ensure equal access for all member states to funding and instruments supporting technological and industrial development so that less-developed economies do not fall behind.
Costa stressed that affordable energy is essential for Europe’s resilience, competitiveness and security. He said the EU must accelerate market integration and improve energy connectivity between member states to reduce prices, adding that Bulgaria could play a decisive strategic role in strengthening European energy security.
The two leaders also discussed Europe’s broader security challenges. Radev said Bulgaria is actively contributing to initiatives aimed at reinforcing common European defence, including the European Air Shield and European Space Shield, while investing in its industrial base and defence research capabilities. He emphasized that Europe’s scientific, technological and industrial resources must be pooled to address growing security threats.
Connectivity was another key topic, with Radev highlighting Bulgaria’s position as an important transport, energy and digital link between Europe and neighbouring regions. He pointed to planned improvements in road and rail infrastructure, as well as future green energy corridors from North Africa and the Caspian region expected to pass through Bulgaria, alongside expanding digital corridors.
On EU enlargement, both leaders reiterated support for the accession of Ukraine, Moldova and the Western Balkans. Costa said enlargement should remain the EU’s foremost geopolitical investment, with every candidate assessed according to its own merits and reforms. Radev likewise stressed that Bulgaria supports the European integration of its neighbours, particularly the Western Balkans, based on the principle of merit rather than short-term geopolitical considerations.
Costa also reaffirmed the EU’s continued support for Ukraine and called on Russia to end the war and engage in genuine peace negotiations. He warned that hostile Russian actions, including cyberattacks, threats to critical infrastructure and attempts to undermine democratic institutions, would not weaken Europe’s determination to support a just and lasting peace.
Looking ahead, Costa described 2026 as a decisive year for both Bulgaria and the EU, with member states expected to reach agreement on the Union’s 2028-2034 budget by the end of 2026. He said the new budget must reflect Europe’s ambitions by financing defence, security, innovation, competitiveness and strategic resilience while preserving strong support for agriculture and cohesion policy through a new budgetary architecture and revised funding mechanisms.
