Balgarianovinite.com Rumen Spetsov has now been registered in the Commercial Register (CR) as the special commercial administrator of Lukoil Neftochim Burgas, according to a company file check. Spetsov, together with Swiss citizen Evgeni Manyakhin, are now the legal representatives of the company. Prior to his appointment at the Burgas refinery, he served as the Executive Director of the National Revenue Agency (NRA).
Spetsov was appointed special commercial representative by Council of Ministers under Decision No. 796 dated November 14, 2025, in accordance with the Law on the Administrative Regulation of Economic Activities Related to Oil and Oil-Derived Products.
The company’s Management Board, whose term expires on June 21, 2026, includes Dimitar Dobrev, Rosen Grigorov, Stanimir Bulanov, Evgeni Manyakhin, and Alexander Georgiev, according to the Commercial Register data.
The Supervisory Board consists of Alexander Velichkov, Bulat Subaev, Cornelis Pieter van de Putte, and Tsvetan Tsirkov.
With new US sanctions on Lukoil and Rosneft due to take effect on November 21, Bulgaria amended its Act on Administrative Regulation of Economic Activities Associated with Oil and Petroleum Products on November 7, expanding the powers of the special commercial administrator of a critical infrastructure facility such as Lukoil’s assets in Bulgaria. The changes are intended to support Bulgaria’s case in upcoming talks with the US regarding the sanctions. Late on Friday, the US issued a licence allowing transactions with Lukoil entities in Bulgaria, which is valid until April 29, 2026. Shortly before that, the UK issued a temporary hold for its sanctions on the Lukoil entities in Bulgaria (until February 14, 2026).
