State Must Catch Up with Technological Progress – Innovation Minister

The Minister of Innovation and Digital Transformation, Ivan Vasilev, has said that state institutions must catch up with the technological progress of companies and thus accelerate digitalization as a process in the country’s society and economy. Vasilev was speaking at the 7th Sofia Economic Forum on Monday.
In his words, when the State requires the private sector to modernize, it must first modernize itself and stop being an obstacle to development. He pointed out that employees of the Ministry are already using AI in their daily activities and encouraged other institutions to do so as well.
“Our ambition for e-government is to make the administration invisible to citizens and businesses. By the end of the year, we will have our own digital identity and our own digital wallet,” Vasilev said.
The Minister also argued that the digitalization of the administration brings transparency and has its economic justifications.
“The working-age population in Bulgaria will decrease in the coming decades,” he pointed out. “And when fewer people are employed, the economy has two paths for development – to attract more people or to support the improvement of the labor productivity of each employee. We need both today,” he emphasized.
Vasilev used the occasion to reiterate that the leading goal of the Ministry is to turn Bulgaria into the best place for creating and developing businesses with high added value by 2030. To this end, according to him, two prerequisites are needed – the country must offer opportunities to people with ideas, and public services must be fast, simple and convenient for citizens and businesses.
As a step in this direction, he highlighted the importance of the newly formed Council for Innovation and Technological Development, which operates under the Minister of Innovation and Digital Transformation and reports directly to the Prime Minister, in reducing and eliminating administrative obstacles to innovative businesses.
According to the Minister, the value of AI will be measured by the changes it brings to the real economy. He cited examples, such as manufacturers reducing production waste, small businesses serving more customers without increasing staff, and public services saving citizens time.
