Transport Minister Peev Outlines EUR 22.8 Bln Transport Plan with Greece and Romania

Bulgaria’s transport policy aims to strengthen its role as a gateway between Europe, the Western Balkans and the Black Sea region, Transport and Communications Minister Georgi Peev said on Monday.
He was speaking at the seventh Sofia Economic Forum, organized by the Delphi Economic Forum. The policy seeks to provide efficient connections for global transport flows to and from Asia.
Peev said inadequate north-south transport links were among Bulgaria’s most significant challenges. Historically, the country’s transport infrastructure had been oriented mainly towards east-west connections, while links between the Danube, the country’s interior and the Aegean Sea faced substantial infrastructure constraints, he added.
The aim was to develop joint projects providing effective north-south connectivity between Greece, Bulgaria and Romania, Peev said. He identified three main north-south axes: western, central and eastern. These corridors would improve connections between border crossing points, industrial centres, logistics hubs and ports, he added.
North-south connectivity also had to be considered in the context of the challenging geopolitical environment, Peev said. Better transport links would contribute to regional security and resilience, as well as the development of dual-use infrastructure supporting both civilian and military mobility.
“We are focusing on overcoming existing obstacles, such as the insufficient number of bridges over the Danube,” Peev said. He noted that there were only two bridges along a 300 km stretch of the river in the region. Other obstacles included capacity constraints on key road and rail sections and the need for better links across the Balkan Mountains.
Peev said closer cooperation between Bulgaria, Greece and Romania was an important step towards addressing these challenges. In September 2026, an action plan to implement the 2025 Memorandum of Understanding on the Black Sea-Aegean Sea Corridor Platform was signed in Brussels under the auspices of European Commissioner Apostolos Tzitzikostas, he recalled. The plan covers 25 priority cross-border projects worth around EUR 22.8 billion, aiming to ensure seamless transport connectivity in the region. Key priorities include modernizing rail links between the three countries, improving connections to the ports of Varna, Burgas and Ruse, building new bridges over the Danube and increasing the capacity of existing infrastructure.
Projects of this scale required substantial investment, effective coordination between countries and sustained European support, Peev said. Financial constraints made transport infrastructure development a major challenge, he added. The Bulgarian Government was working to mobilize private capital through public-private partnerships to implement infrastructure projects.
Peev said the Government had been working intensively in recent months to introduce a new approach to managing strategic facilities and projects. The initiative marked a shift from fragmented lists of ideas towards a more coordinated framework for planning and developing strategic projects. A specialized unit would be established under the Prime Minister, and each project would be assessed against rigorous economic criteria and its actual level of readiness, he explained. Businesses needed to be involved from the outset, contributing their expertise and experience, he added.
