A total of 18,430 Bulgarian citizens from 66 countries had registered by 11 a.m. on Wednesday to vote abroad in Bulgaria’s October 25 presidential election, Boriana Stoynova, head of the Information and Communication Systems Directorate at the Ministry of Foreign Affairs, told a briefing on the preparations for the election.
The highest number of applications, more than 7,000, has been submitted from Turkiye, followed by nearly 3,000 from the United Kingdom, around 1,500 from Germany, more than 1,300 from the United States and more than 700 from Spain, Stoynova said. So far, 40 applications have been submitted on paper to the diplomatic and consular missions for a voting section in Spain, she added.
For non-EU countries, voting sections are not designated automatically. In those countries, sections will be established based on at least 40 voters who have submitted applications, or at the proposal and discretion of the heads of diplomatic and consular missions, Stoynova said.
She also said voting sections would be established in countries where Bulgaria has no diplomatic mission.
The logistics, taking into account a possible runoff on November 1, will be extremely complicated, because all election papers and materials, including those for Australia, South Africa, Argentina, the US and Canada, will have to be prepared and sent within a very short time. It is still unclear whether there will be a voting section in New Zealand, Stoynova said.
Information on the number of election papers needed, based on the Foreign Ministry’s estimates of the number of sections, has been sent to the Council of Ministers administration and the Central Election Commission (CEC). “We are also preparing a logistics plan for voting machines if the CEC assigns us to transport them to diplomatic and consular missions and then to voting sections, as well as a detailed transport plan for distributing all election papers, materials and ballots, including for a possible runoff,” Stoynova said.
Stoynova said a special Election section has been created on the Foreign Ministry’s website and on those of Bulgarian diplomatic and consular missions, divided into separate categories, the most important one being about the addresses of voting sections.
The best way for Bulgarian citizens to register for participation in the election process is to submit applications in advance, the Foreign Ministry’s Permanent Secretary Radi Naidenov said. Under the latest amendments to the Election Code, people who have not been registered in the electoral rolls in advance must complete declarations to participate in the election in the presence of members of the Section Election Commissions (SECs). Where there are more voters, large numbers of people gather, and having to complete the declarations in front of SEC members leads to even larger crowds and delays in the voting process, Naidenov said. He called on political forces to nominate their representatives on SECs as early as possible. He recalled that an Elections task force had been set up at the Foreign Ministry.
Applications for voting abroad in the upcoming election can be submitted until September 29. They can be submitted on paper through Bulgarian diplomatic and consular missions or online through the application form available on the official CEC website.
By October 3, the CEC will decide on the locations abroad where voting sections will be established and the number of sections at each location.
A total of 100 Bulgarian embassies, consulates general and consulates are included in the list of locations for establishing voting sections abroad submitted by the Foreign Ministry in connection with the upcoming election, CEC Spokesperson Stoyanka Balova said on September 8.
