Balgarianovinite.com The Bulgarian Football Union (BFU) and international consultancy Double Pass have presented the findings of the first comprehensive ecosystem analysis of football talent development in Bulgaria, marking a key stage of the Mission Talent strategic project aimed at establishing a long-term national policy for developing young players.
The analysis examines all major elements of the system, from talent identification and academy development to the transition to professional football and the national teams. It concludes that while Bulgaria has talented young footballers, the current system does not provide sufficient opportunities for their development and progression.
One of the key findings is that players under the age of 21 account for just 12% of playing time in Bulgaria’s top division, the lowest share among the benchmark countries included in the study. At the same time, players under 21 make up about 22% of all registered footballers, indicating that although they are included in club squads, they rarely receive playing time in official matches. The gap between available talent and development opportunities is identified as one of the biggest challenges facing Bulgarian football.
The study also found that clubs’ transfer policies are focused primarily on recruiting established players. Only around 5% of new signings in the First League are under the age of 20, while nearly three-quarters are older than 23. According to the report, this limits opportunities for home-grown players and reduces clubs’ potential to generate future transfer value.
The analysis further shows that Bulgaria is a net importer of footballers, with many foreign players coming from Brazil, Portugal and African countries, further reducing playing opportunities for young Bulgarian players. At the same time, Bulgarian talents who move abroad tend to join leagues of a similar or lower sporting level rather than Europe’s leading competitions.
Based on its findings, Double Pass identified 125 measures to improve Bulgaria’s football talent development system, with 24 designated as short- and medium-term priorities. These include establishing a national talent identification system, adopting a unified football philosophy, modernizing academies, improving the transition to professional football, developing human resources, introducing digital technologies and artificial intelligence, and creating a unified governance strategy.
Following the completion of the analytical phase, Mission Talent will move to implementation through two strategic projects. The first will introduce a national quality assurance and certification programme for football academies, establishing common standards for youth development. The second will analyze and optimize the pathway from youth national teams to the senior Bulgaria squad to ensure a more consistent and effective transition between age groups.
The project’s main objective is for the BFU, clubs, academies and national teams to work under a common talent development model based on measurable indicators, long-term planning and annual monitoring of results. According to the BFU, this will provide Bulgarian football with an objective framework for assessing progress and continuously improving the quality of its youth development system.
“For a long time, we mainly talked about the problems. Today, we are talking with data, analysis and solutions. This is the first real starting point for the long-term development of Bulgarian football,” the BFU said, adding that a summary and the full results of the ecosystem analysis are available on its official website.
