Information Services, Bulgaria’s national system integrator, publicly demonstrated the computer system that will process voting data for Bulgaria’s October 25 presidential election. At the Parliament building on Friday, the company explained how the election process works, from voting and vote counting to the processing of results by its software.
The process of handling election data is highly transparent, Central Election Commission (CEC) Chair Georgi Horozov said. Information Services has been responsible for processing election results for more than 20 years, and the process has always been reliable, transparent and timely, he added.
The process follows all the steps specified in the methodology set out in the Election Code, Information Services Executive Director Ivaylo Filipov said. By making its work public, transparent and traceable, the company aims to reassure voters that their votes will be counted accurately and correctly, he added.
The process was presented by Alexander Stanev, who heads the project for computer processing of election results. He said the technology was designed to make it impossible to tamper with or replace the data being processed, both through the technical safeguards in place and through the administrative measures required by the Election Code.
Stanev said the procedures were similar to those used in the April parliamentary elections, but amendments to the Election Code had changed the rules for voting and interpreting the results. The company has upgraded its infrastructure and security measures to ensure that the system operates reliably and without interruption and will produce accurate results quickly.
On election night, the data-processing centres attached to the district election commissions read and check the data from voting machines and enter the figures from the tally sheets completed by the section election commissions. Members of the district election commissions enter the data, then print and sign the documents. All original documents are scanned and published online with a qualified electronic seal, allowing anyone to see exactly what data has been entered into the system and check the software and repeat the calculations independently, Stanev said.
The data-processing centres at the district election commissions scan and electronically sign the tally sheets of the section and district election commissions and send preliminary data to the CEC processing centres.
Each processing centre is completely disconnected from any network, with the computers operating independently. Data processing continues without interruption to ensure that the work is completed as quickly as possible and to prevent any outside interference, Stanev said. Each district election commission processing centre is equipped with a camera and scanners to speed up the digitization of documents, making the process up to three times faster.
The processing centres of the Central Election Commission operate under CEC’s supervision and are responsible for publishing voter turnout figures on election day. Information Services staff will read results directly from voting machines’ flash drives, rather than simply checking and publishing the data online, Stanev said. Once data arrives from the district election commissions via the municipalities, turnout figures will be published and the original tally sheets will be taken to the CEC for re-entry. The final results will be determined by comparing the two sets of data, he explained.
Later in the day, the CEC and Information Services held a public review of the source code of the systems used by district election commissions and the CEC to process voting data. No representatives of any party, coalition or nomination committee registered for the presidential election attended, despite the invitation from the CEC and Information Services.
