By Tuesday noon, a total of 35,131 Bulgarian citizens submitted applications to vote at polling stations abroad in the October 25 presidential election, the Ministry of Foreign Affairs said on Tuesday. The data has been published on the official website of the Central Election Commission (CEC).
The deadline for registering to vote abroad via the CEC’s online platform is midnight on Tuesday.
Applications were submitted for 72 countries, some of which are not included in the CEC’s decision of September 3 regarding the list of locations in those countries where polling stations will be established abroad. Among them are Angola (1 application), Brazil (18), Vietnam (2), Indonesia (4), Kazakhstan (2), Cambodia (1), Laos (1), Latvia (11), Lithuania (4), Mexico (4), Namibia (1), and Peru (1).
To date, 68 Bulgarian citizens have expressed a desire to vote in New Zealand, 60 in Singapore, and 53 in Iceland. The required number of applications has been collected to establish polling stations in Auckland, Singapore, and Reykjavik, according to the Foreign Ministry.
The highest number of applications was submitted in Turkiye (12,210), followed by the UK (5,203), Germany (3,519), the United States (2,507), Spain (1,919), and the Netherlands (1,036).
The latest amendments to the Election Code introduced a requirement for voters who are not included on the overseas voter rolls to fill out and sign a declaration in front of the election commission members on election day. That could lead to queues and a delay in the voting process. The requirements does not concern Bulgarian nationals who have submitted an application in advance and are included on the corresponding voter roll.
In non-EU countries, so-called “automatic polling stations” are not established. Polling stations outside diplomatic and consular missions are established by a CEC decision if there are at least 40 voters who have submitted an application under the Election Code, and at the discretion of the heads of the respective missions.
To facilitate the exercise of their right to vote and the organization of the electoral process, Bulgarian citizens abroad may submit an electronic application by the deadline on Tuesday night.
