Balgarianovinite.com In 2025, the Public Financial Inspection Agency (PFIA) completed 838 financial inspections and audits related to the expenditure of public funds, as reported in the agency’s activity report, which was approved at a meeting of the Council of Ministers on Friday, the government press service said on Friday. Last year, the PFIA received 1,153 reports and requests for audits, 1,093 of which fell within the agency’s jurisdiction, while the remainder were referred to other state institutions.
The largest share of requests, 46%, came from the Minister of Finance, who commissioned financial inspections on 621 entities. Reports and complaints from individuals and legal entities accounted for 41% of all requests received.
Requests for financial inspections on 76 entities were received from the prosecution service, while requests for another 63 entities were received from the Bulgarian National Audit Office and the Public Procurement Agency.
The damage caused through negligence to the audited organizations and individuals, as identified during the financial audits, total EUR 2,268,036. This represents an increase of EUR compared to 2024. The damage recovered by the conclusion of the financial inspections amount to EUR 147,670, representing 7% of the total identified in 2025.
Financial inspections conducted last year identified misappropriated funds totalling EUR 475,521. Of this amount, EUR 289,868 was recovered during the financial inspections, and for the remainder, instructions were issued to cease the violations and/or to remedy their harmful consequences. During 20 financial inspections and audits, 42 indicators of fraud were identified.
During the reporting year, 122 financial inspections of beneficiaries of funds under European Union funds and programmes identified and recorded violations related to the award and execution of public procurement contracts, financed with EU funds provided under 123 contracts, of which 109 were under the National Recovery and Resilience Plan.
In 76% of the financial inspections and audits conducted in 2025, the focus was on the award and execution of public contracts. A total of 1,482 public contracts were audited, involving expenditures totalling EUR 980,743,435. Violations were identified in 451 of these contracts, with a total value of EUR 238,729,833.
During the year, 891 administrative violation reports were issued, of which 880 were against individuals and 11 against legal entities. A total of 187 penalty decrees were issued.
Half of the penalty decrees were upheld by the court, 14% were overturned, and the remaining 36% have not yet taken effect, as they have been appealed or have not been served on the violators.
