Artificial intelligence is reshaping the labour market, occupations, skills requirements and employment relations, Minister of Labour and Social Policy Nataliya Efremova said on Friday.
She addressed the national academic conference Law and Business in Contemporary Society at the University of Economics in Varna, the Ministry of Labour and Social Policy (MLSP) said in a press release.
Efremova said the ministry was working with social partners to transpose the Directive on improving working conditions in platform work. The aim was to strengthen worker protection and safeguard workers’ rights under algorithmic management, the ministry said.
Citing an International Labour Organization (ILO) study, Efremova said AI was transforming jobs rather than eliminating entire occupations. One in four workers worldwide was employed in an occupation with some degree of exposure to generative AI, she said. She added that a substantial proportion of occupations were more likely to change as some tasks were automated.
Efremova also cited data from the European Centre for the Development of Vocational Training (Cedefop), showing that more than two-thirds of workers using AI complete their tasks more quickly and efficiently.
Efremova said people needed above all to understand how AI worked and how to use it properly in the modern workplace.
“The education system must first and foremost provide this fundamental knowledge and then build on it by developing soft skills,” she said.
The ministry offered a wide range of free training courses funded by the State budget and the EU to help people improve their skills and knowledge, Efremova said. A National Online Training Platform was due to launch, making training more accessible and flexible. People lacking the skills or equipment to participate from home could use a network of more than 1,200 digital clubs.
AI’s success should be judged by job quality, career development opportunities and the protection of labour rights, as well as productivity, she said.”We cannot stop technological change, but we can prepare people for it. This requires accessible lifelong learning and timely support to acquire new skills,” Efremova added.
Earlier this week, at the Young Talents 50+ forum, Efremova urged people to keep developing their skills. Discussing the growing use of AI and digital technologies in the labour market, she said national programmes offered free training and subsidized employment.
