Sofia University, British Council Sign Memorandum of Cooperation on Education

Sofia University Rector Prof Eliza Stefanova and British Council Regional Director for Romania and Bulgaria Abdi Hasan have signed a memorandum of cooperation aimed at developing joint educational initiatives with the university’s Faculty of Economics and Business Administration, the university’s press office announced on Monday.
The meeting was also attended by Prof Sonya Mileva-Bozhanova, Deputy Rector of Sofia University responsible for accreditation and rankings, career development, alumni relations and links with employers and businesses, and Elena Yordanova, Deputy Executive Director of the British Bulgarian Chamber of Commerce (BBCC), of which both the Faculty of Economics and Business Administration and the British Council are members.
Prof Stefanova and Hasan expressed their satisfaction with this new step in the long-standing and fruitful educational partnership between the two institutions, voicing confidence that their joint initiatives would continue in the future. Discussions focused on opportunities to link educational cooperation with students’ career prospects, the importance of language skills and internationally recognised qualifications for academic mobility and career development, and the potential for closer cooperation between the university and employers through the British Council and the BBCC.
The memorandum outlines opportunities for cooperation in English language learning and assessment, the professional development of academic and administrative staff, and the internationalisation of higher education. The British Council, the UK’s international organisation for cultural relations and educational opportunities, will work with the Faculty of Economics and Business Administration to develop mutually agreed activities.
English language and internationally recognised qualifications
The parties plan to explore the use of Cambridge English Qualifications and IELTS to support the professional development of academic staff, as well as their potential use to assess students’ language skills on admission or graduation. Information sessions and seminars on the format, content and purpose of the language examinations are also planned.
Students, academic staff and administrative employees of Sofia University will be eligible for preferential terms under the memorandum. Discounts on language courses cannot be combined with other offers or promotions.
Students, academic staff and administrative employees will have the opportunity to take part in face-to-face and online language courses under additional terms to be agreed. The cooperation also includes opportunities for the professional development of English language teachers through training courses and methodology seminars.
International partnerships and academic exchange
Potential areas of cooperation include knowledge exchange and institutional capacity-building under the Going Global Partnerships programme, as well as the promotion of partnerships between British and Bulgarian higher education institutions through the UK-BG Transnational Education initiative. Support for inclusive education, joint research and academic exchange is also envisaged.
The parties will also explore opportunities to organise joint education fairs, information campaigns, round-table discussions and other academic events, including the provision of premises for examinations and meetings.
A partnership opening up new horizons
The signing of the memorandum comes amid a new phase in educational cooperation between the United Kingdom and the European Union. Following the agreement on terms reached in December 2025, the parties signed the legal texts on 15 April 2026 enabling the UK to rejoin the Erasmus+ programme from 2027.
In this context, the partnership between Sofia University and the British Council takes on particular significance. It creates opportunities for improved language training, closer academic ties and more active participation in international educational exchange. For students and academic staff, it offers prospects for new knowledge, encounters and joint projects that bring university communities together and make education a space for trust and shared opportunities, the statement said.
