The introduction of artificial intelligence (AI) should go hand in hand with human oversight, transparency and protection of labour rights, including the right to rest and to disconnect outside working hours, Bulgaria’s Economic and Social Council (ESC) said Wednesday in an opinion on the issue.
The Council recommends specific assessments of psychosocial risks arising from the introduction of AI and algorithmic management, integrated into occupational health and safety risk assessments. It said the effects of constant digital monitoring, opaque decision-making and the degree of human oversight should also be evaluated.
The ESC stressed that technological transformation should benefit people without deepening digital exclusion, job insecurity or health risks.
In a separate analysis, the Council said structural labour shortages remain a key challenge for Bulgaria’s labour market and called for better coordination between institutions and social partners, as well as a closer link between training and employers’ needs.
The document notes that Bulgaria’s labour market is being affected by an ageing population, low birth rates and shrinking age groups entering employment.
“Emigration remains a risk factor, especially when it affects young, qualified and economically active people, as well as certain regions and professions. This means labour supply will remain limited in both the medium and long term and will even deteriorate,” the analysis says.
