The Commission on Protection of Competition (CPC) has requested detailed information from Lukoil Bulgaria and Lukoil Neftochim Burgas as part of its ongoing monitoring of the wholesale fuel market, following signals submitted to the antitrust authority and amid international developments affecting markets in Europe and Bulgaria, the regulator said on Friday.
The information was requested as part of a preliminary inquiry under Article 38a of the Competition Protection Act. The inquiry focuses on the mechanisms for determining petrol and diesel prices along the supply chain, from crude oil deliveries to wholesale fuel sales in Bulgaria.
The CPC said the request would supplement information provided by the two companies during an earlier fuel-market inquiry, on the basis of which the Commission proposed a package of 23 anti-crisis measures in May 2026.
As part of the current inquiry, the CPC has requested detailed data from the two companies on deliveries, costs and the components making up wholesale petrol and diesel prices for the period from May 1 to September 28, 2026. The Commission has also requested information on the economic elements involved in price formation and the methodology used to calculate costs.
The information must be submitted to the Commission within seven days. Based on the data received, the CPC will analyze the relationship between the price of the raw material, production and other costs, and the wholesale prices at which petrol and diesel are offered in Bulgaria.
Following its analysis, the Commission will decide on any further action within its powers under the Competition Protection Act, the regulator said.
