Bulgaria to Attract Private Capital for Infrastructure through Public-Private Partnerships and Concessions, PM Says

The state will attract private capital to develop infrastructure through public-private partnerships and concessions, Prime Minister Rumen Radev told reporters on Tuesday. He said the aim is to reserve public funds for healthcare, education and support for small and remote communities. The Prime Minister was speaking at the groundbreaking ceremony for a battery park for electricity storage in Tvarditsa, in the southeastern Sliven Region.
Asked about addressing economic disparities between regions and encouraging investment, Radev highlighted the need to improve transport connectivity as a priority. He said poor connectivity is a problem for remote regions and small communities. State budget resources were limited, and this connectivity could not be developed through public funding alone, even over decades, the Prime Minister said.
Radev said the government is tightening controls and reviewing every public procurement contract. He added that a change in the underlying philosophy and approach to infrastructure development is under way, with private capital being attracted.
Asked whether the government will support businesses in response to rising electricity prices, the Prime Minister said a clear plan has been drawn up. He said the Energy Minister has met businesspeople and further talks are planned to determine how the government can provide assistance in the most appropriate and effective way.
Radev said the energy crisis is affecting Europe as a whole and identified the abandonment of efficient energy resources as one of its causes. He added that the crisis is global and reiterated his call for an end to the war.
Asked to comment on a protest scheduled for Tuesday evening under the slogan “Your ‘peace’ is capitulation! Your ‘diplomacy’ is isolation!”, Prime Minister Radev said the organizers’ intentions are becoming increasingly clear: “to resurrect the ‘assemblage’ and to whitewash GERB leader Boyko Borissov and Movement for Rights and Freedoms (MRF) leader Delyan Peevski, to return to power alongside them because they cannot do so on their own, to drag us into the war, and to have Assen Vassilev draw up our budget, which will finish us off.”
The “assemblage” refers to a government formula in June 2023 – April 2024 under which the Continue the Change – Democratic Bulgaria coalition collaborated with its political opponent GERB in a bid to restore political stability. Assen Vassilev was finance minister under the “assemblage” arrangement. GERB’s Borissov and MRF’s Peevski, and the political model associated with them, have been blamed for the spread of political corruption.
