Health Minister Katya Ivkova said nearly EUR 190 million had been disbursed for six investments being implemented by the Health Ministry under the National Recovery and Resilience Plan. She presented a report on the ministry’s reforms and investments under the plan.
Ivkova said that in the past four months, work had been carried out on activities that had not made the necessary progress in previous years.
According to Ivkova, intensive managerial and expert work had helped minimize risks to the investments and prevent the loss of funding. She noted that high-tech equipment, including equipment for stroke treatment and paediatric care, had been delivered to 50 healthcare facilities, 100 outpatient clinics had been established in 37 municipalities, and several information systems had been developed.
Under the hospital care investment, just over EUR 41 million has been disbursed over the past four months, the minister said. A total of 497 pieces of paediatric medical equipment and devices have been delivered, necessary construction and installation works completed, specialized medical equipment delivered to 50 healthcare facilities, and 10 systems and devices for cancer diagnosis and treatment provided.
Just over EUR 72 million has been disbursed under the investment in the national stroke network. Contracts have been signed for deliveries to 17 healthcare facilities, with installation completed, equipment commissioned, staff trained and specialized software introduced. A network of six high-tech stroke centres and 17 regional centres has been established.
Just over EUR 11 million has been disbursed under the psychiatric care investment. Renovation works have been completed at 17 facilities, while significant progress has also been made on the transformation of Sv. Ivan Rilski State Psychiatric Hospital. A total of 26 sites with 2,500 beds have been equipped.
EUR 35 million has been disbursed under the investment in the Helicopter Emergency Medical Service (HEMS). The final three medical helicopters have been delivered. Ivkova said the construction of operational bases had been separated from the overall investment in air emergency medical services, minimizing the financial risk. No funding under the HEMS investment is expected to be lost, she said. Construction of the operational bases is still pending, with the use of existing facilities being considered to avoid excessive public spending.
EUR 6.626 million has been disbursed under the investment in national digital medical diagnostics. A platform for exchanging examinations in oncology, radiology, dermatology and pathology has been piloted at 20 healthcare facilities and integrated with the National Health Information System.
EUR 22.672 million has been disbursed under the investment in outpatient care. A total of 100 outpatient clinics have been established and equipped in 96 villages and four towns across 37 municipalities. They have received 2,500 pieces of medical equipment, including 200 defibrillators, 100 telemedicine kits, 100 multisensor devices and 700 devices for remote services.
The next stage is even more important, as the new infrastructure needs to become more active and bring higher-quality care closer to patients, Ivkova said.
The total value of the Health Ministry’s investments under the National Recovery and Resilience Plan is just over EUR 500 million, half of which is due to be disbursed this year, Ivkova said. Nearly EUR 190 million has been disbursed so far, with the remainder due to be paid by the year’s end.
According to Ivkova, risks associated with the individual investments have been identified and minimized, and there are no indications that funding will be lost due to failure to meet the set targets.
