Deputy Prime Minister and Minister of Economy, Investments and Industry Alexandar Poulev Monday stressed the importance of creating conditions for US companies to expand their presence in Bulgaria. “It is important for us to deepen trust and dialogue with US businesses and create conditions for companies to expand their presence in Bulgaria,” he said at a Business Breakfast with the Government organized by the American Chamber of Commerce in Bulgaria, according to the Ministry’s press centre.
Poulev said that Bulgaria faces the need for comprehensive economic transformation. “Our economic model has run its course. We need to move towards comprehensive economic transformation at all levels and in all areas,” he noted.
He added that labour costs have risen significantly in recent years, while productivity has not increased at the same pace. “In recent years, Bulgaria has become an absolute leader in terms of loss of competitiveness,” the Deputy Prime Minister said.
“That is why the government is working to increase investment through mechanisms that are as budget-neutral as possible and allow additional private capital to be mobilized,” he added.
Addressing business representatives, Poulev said that the 2027 budget would be the budget of reforms. “Our goal is to put in place, in an intelligent and constructive manner, all the necessary tools for growth,” he noted, adding that the key to sound fiscal discipline does not lie solely in cutting expenditure. “The key is to broaden the revenue base. This is a slower but more sustainable process,” he said.
“We are providing substantial support to all structurally important segments of the economy which, if they do not operate efficiently, fuel inflation, undermine competitiveness and reduce the quality of life of every Bulgarian citizen,” the Deputy Prime Minister said.
Poulev identified energy-intensive industry, transport and logistics among the priority areas, emphasizing the need to ensure that Bulgarian businesses compete on an equal footing with their counterparts in other European countries. “We had urgent measures prepared for transport and logistics, as a large part of the sector competes with major leaders in Western Europe,” the Deputy Prime Minister said. He added that support for these sectors would continue in 2027.
He also highlighted the need to reform the administrative and regulatory environment, which is being prepared through ongoing dialogue with businesses. “We want this administrative reform to be high-quality, pragmatic and practical and to benefit businesses,” he said.
According to him, the government is already holding meetings with industry associations and business representatives, with the first step being an analysis of the existing framework. “With the support of the parliamentary majority, we will achieve a high-quality regulatory transformation that works and creates a better business environment for companies in Bulgaria,” the Deputy Prime Minister said.
Poulev also identified public-private partnerships as one of the key instruments for economic development, announcing that the government is at the final stage of preparing new legislation in this area. He said the new framework would create opportunities to mobilize private capital and European funds for strategic infrastructure projects. “Public-private partnerships are the key to modernizing the country’s infrastructure. Priorities include roads, airports, ports, industrial zones and energy infrastructure,” he noted.
He placed particular emphasis on the development of industrial zones and the need for investment in connecting infrastructure. “The State must accelerate innovation and the economy, rather than act as a brake on it. We have a clear vision and goal, and together with you we will achieve it,” Poulev said.
Prime Minister Rumen Radev, business and diplomatic representatives, Innovation and Digital Transformation Minister Ivan Vasilev, Justice Minister Nikolay Naydenov, Deputy Energy Minister Lyubomira Gancheva and representatives of the diplomatic corps in Bulgaria also took part in the discussion.
The main focus was on the geopolitical environment, the competitiveness of the EU and Bulgaria, investment, innovation, education, the labour market, sustainable economic growth and strategic relations between Bulgaria and the United States.
Earlier in the day, Radev called for US investment in large-scale computing centres, AI factories, robotics, mechatronics and semiconductors at the business meeting. American Chamber of Commerce in Bulgaria President Tommy Ver Elst said at the opening of the forum that Bulgaria is well positioned to achieve sustainable economic growth because it is part of the European Union and NATO, has strong international partnerships and has talented people.
