Balgarianovinite.com The 2026 state budget is unconstitutional and GERB will challenge it before the Constitutional Court, GERB Chair Boyko Borissov said at a party event in Varna on Sunday. He argued that the budget adopted by Parliament violates fiscal rules concerning the permissible budget deficit, which is set at 3%.
The deficit projected in the budget adopted by Parliament stands at 5.7% of GDP. There are three circumstances under which a deficit above 3% is permitted, including war and an epidemic, Borissov said, adding that none of these circumstances currently applied. For this reason, he said, GERB would file a petition with the Constitutional Court.
Parliament gave final approval on Friday to the 2026 state budget. It sets the budget deficit at 5.7% of gross domestic product (GDP), freezes the minimum monthly wage at EUR 620.20 and authorizes the government to take on up to EUR 10.1 billion in new debt.
“We gave the government 100 days of tolerance and, unfortunately, there is not a single area in which we can support it – an area where it has done something good,” Borissov said. He was particularly critical of the government’s tourism policies, which he described as a complete failure. “There is no minister, and there are no tourists – that’s the fact,” the GERB Chair said.
According to Borissov, the adopted budget cuts funding in many areas, including the social sphere. He added that employers were being penalized through changes to the maximum insurable income introduced in the middle of the year, without sufficient supporting policies or predictability for businesses. He also said that religious denominations had been penalized, with their funding cut by 25%. For the first time since 2022, the budget completely omits funding for the Children’s Hospital, Borissov further said.
Regarding the upcoming presidential election, the GERB Chair described incumbent President Iliana Iotova as “an exceptionally strong candidate and an exceptionally experienced politician”. He said he expected her to receive the support of Progressive Bulgaria as well, arguing that the lack of such support would be “ugly”. He added that GERB’s final position on the presidential election would become clear after August or September.
