The Railway Administration Executive Agency is a registering body responsible for processing applications and updating data in the European Vehicle Register (EVR) concerning vehicles registered in the territory of the Bulgaria, MPs decided by adopting amendments to the Railway Transport Act at second reading on Friday.
With the transition to centralized registration in the European Vehicle Register, the agency will no longer need to maintain a separate national vehicle register. The agency will maintain only a Register of Authorizations for the Placing in Service of Fixed Subsystems and a Register of Authorizations for the Placing on the Market of Vehicles with an area of use covering Bulgaria’s railway infrastructure, the bill’s sponsor, the Council of Ministers, stated.
The aim is to bring the Railway Transport Act into line with the current European regulatory framework. Under European requirements, each EU Member State must designate a registering body to process applications and update data in the European Vehicle Register (EVR) for vehicles registered on its territory.
All EU Member States are expected to transfer data on registered vehicles from their national vehicle registers to the EVR, thereby enabling all Member States to use a centralized vehicle registration system in the EVR.
The other group of amendments concerns the rights of rail passengers and aims to bring Bulgarian legislation into line with European regulations. The legal definitions of “person with disabilities” and “person with reduced mobility” are being repealed, as these terms are no longer used in the Railway Transport Act, while the relevant matters are covered by the Public Transport Act. The Public Transport Act also sets out penalties for violations of these passengers’ rights. It is proposed that, within five years of the bill’s entry into force, the Railway Administration Executive Agency conduct a subsequent impact assessment of the law.
