Bulgarian Ombudsman Velislava Delcheva has asked Health Minister Katya Ivkova for an update on plans to consolidate adopted children’s medical and vaccination records in the National Health Information System (NHIS), the Ombudsman’s Office said.
The request follows a complaint from a Sofia woman who encountered difficulties obtaining complete vaccination records for her adopted child, who was due to start nursery on October 1. The Ombudsman stressed the need for a clear procedure to combine health records from before and after adoption without imposing additional administrative burdens on families or restricting children’s access to services.
The Ministry of Health has informed the mother that an interdepartmental working group is examining the legal and practical aspects of consolidating the records. Its tasks include developing a procedure for creating a unified electronic medical record after full adoption and preparing amendments to the relevant regulations.
Delcheva is seeking information on whether the working group has completed its work, when the regulatory changes will be adopted and when the mechanism will become operational. She has also requested details of the planned rules, application procedures and guidance for regional health inspectorates.
The case follows a separate recommendation issued by the Ombudsman a week earlier to the Health Minister and the director of the National Health Insurance Fund, Vladimir Daskalov, calling for children’s vaccinations to be automatically recorded in their electronic medical records.
The Ombudsman has urged institutions to address gaps in the health information system so that children and parents are not required to provide additional proof of information already held by public authorities. Delcheva said technical and administrative obstacles should not prevent children and their families from accessing healthcare and educational services.
